Samana walking tour

NCL advertises a Samana walking tour:

"After a short walk from the pier you'll arrive at the Central Park. Begin the pleasant walk around the town center passing by the old tower clock and La Churcha. La Churcha was built in England where it was unassembled and then reassembled piece by piece in Samana. Following your time in town, you'll be taken to the 4-star resort Gran Bahia Principe Cayacoa for tea, refreshments and cookies before being taken back to the pier."

 

Is this something we could actually do on our own? It seems silly to pay $39 for a guide if this is something we can walk off the ship and do as we like. It doesn't mention anything about being driven anywhere to do this?

I know this was posted quite awhile ago, but I'd be interested on any information about this tour. A search of the forum seems to pull up a city tour, which is different from this one.
