The following information I got from the Costa's German 2009 Catalog and Customer Service (by phone).

 

The X1 or to give it it's full name "All Inclusive a la Costa", can only be booked at the same time as the cabin is reserved, it cannot be booked via the Internet. The X1 package can only be booked for ALL grown-ups or none at all (i.e. for a married couple both partners MUST book the X1 package). I was told that these regulations were in the smal print in the 2008 catalog but were not enforced, now in the 2009 catalog the information is in the main part of the catalog. The price (Euro 11.00 per day), time and drinks availabilities have not changed.:(

 

As I have not seen a UK or US 2009 catalog, I do not know if the above only applies to the German customers or for ALL customers, or when it will be enforced.

 

Anyone have a UK or US 2008 & 2009 catalogs that they could have a look at to see if they is any information about the X1 package?
