Labadee - balloon tire wheel chairs ?

I saw mention of these on another thread and I'm hoping someone can answer a few questions for me:

 

1) Are they free or are they for rent?

2) If for rent, what's the cost?

3) Where do you get them, once on shore? Point me in the right direction?

4) Reservations for them -or- first come, first serve?
