I'd go ahead and book the tour, if you're interested. At least one of the locks will be open for business. Or, you could visit the locks by land, which is also interesting. Or, you could rent a kayak on Lake Union (Northwest Outdoor Center rents them) and paddle up to the locks ... gives you a great up-close-and-personal view of Lake Union and the Ballard/Fremont portion of the Ship Canal.
