San Diego Embarkation

I thought that I has posted this yesterday but I must have logged off too soon. We are taking our first Carnival cruise in March-Spirit from San Diego. A few quesstions..... What is the best time to arrive at the dock without incurring long lines (we are staying downtown so it we can go to the dock anytime)? Does Carnival permit express embarkation and debarkation. We are light travellers-we each have a 21 roller and one very small carry on. Does express debarkation apply to non US citizens (candian)? What time could we reasonably expect be be off the ship on our return, assuming the ship is on time and customs are doing their normal routine. Thanks very much.
