If you read your cruise contract it will explain it all there. If port fees, taxes or any fees go higher before you sail, they have the right to pass the charges on to the passengers. Normally, you will receive an 'emergency notification' by email. But no worrys, if it happens, it's only a few dollars normally, one way or the other.
