Yet Another Russia Visa Question (non-US/non-Europe passengers)

I was just wondering if anyone can tell me whether the ships' visa waiver programs for Russia excursions (and those of the independent tour companies) cover passengers of all nationalities.

 

My husband has an Indian passport, which means he needs a visa to travel just about anywhere, and which precludes him from almost all the usual visa-on-arrival programs. I'm just wondering whether the standard Russia cruise rules would apply to him or not. I assume they would, but I thought I'd see if anyone can verify this.

 

(I'm thinking of suggesting that we take his parents on a Baltic cruise next summer when they visit, but his Iranian-born mother has an even harder time getting visas than he does!)
