Does anyone know if you can just stop at Atlantis without taking a shore excusion? Do they charge you to sight see there and shop, ect.

You can take a cab or ferry to Atlantis and visit the Marina Village, and check out the casino and lobbies (high end shopping as well). Beyond that, you'll need a pass to go on the grounds, gardens, lagoons, beaches, waterpark and walkways.

You can see a bit of an overview from the balcony off of the casino, but you can't go any further without security stopping you.

That's not a bad afternoon though - just looking at the yachts in the marina is fun. There are some awesome sculptures in the casino and the shops in the village are interesting. souveneir shopping is cheaper if you cross the street to the strip mall and cheaper still if you go under the bridge (still on the PI side) and check out the vendors there. Take the ferry back to town it leaves you off right at the straw market just steps away from the cruise ship pier.
