Shore Excursion

I had decided to buy my shore excursion before we sail to help budget better. I have decided which ones to take and today when to book one in St. Marteen and now it say "Sold on board only" it did not have this before? Why would it change? Does this mean it is full. We don't sail unti 7/4 on the Glory?

They hold a certain percentage back to sell onboard. When they reach the allowed percentage to book early, they shut it off.
