Quebec City car rental

Am in Quebec City on 4 Oct 09 for two days (sailing in Queen Victoria). Can anone advise on the best car rental for just one day, and also how far the cruise ship terminal is from the car pick-up location. I am presuming that I can book in the UK - it's usually cheaper! The best offer so far is Budget, at £36, but I am trying to find out just where the pick-up location is vis-a-vis the terminal.

Does QV run a shuttle bus to downtown?
