I've rarely ordered room service on Windstar, but don't recall ever tipping extra when I did. If you feel you must tip, I think $1US is sufficient. I figured since we were in Europe, any cash tips would be best in the local currency. But if US cash is OK, then I agree $1 works for a pot of tea. Also, there have been reports that any tips given to specific individuals is "pooled" and share. Don't know if this is true for cabin service. I typically add anything from 25% to 100% of the suggested at the end of the cruise. But I also tip for room service, even if it's a small item they are bringing. Yes, but you are already being charged $12 per day, per person. A lot of people do not tip above that, so there isn't necessarily tipping done at the end of the cruise. It's just what you want to do.
