Toulon: Are There Tour Operators Looking for Tourists at the pier?

My cruise in September stops in Toulon, France. The selection of excursions for the Toulon stop on Royal Caribbean is woefully inadequate! I was wondering if anyone had been to this port before and if it's similar to the Caribbean in which you can get off the ship and find a number of tour guides looking to load up their vans for the day? Thanks in advance!

The answer is NO.

 

Book a tour with one of the many companies that operate in the area (search CC and TA). But no tours available at the dock anywhere in the Med. You may find taxis and you can negotiate being taken to different places, but the final price will be the same as that of a reputable tour company with a guide.
