There is zero chance....zero...that you had an acute respiratory attack from someone using a vape a pool's length away from you outside. How do you know you weren't reacting to exhaust fumes from the ship? Correlation is not causation.
The same could be said for aerosol sunscreens or hairspray. Are you going to call security next time someone is using them on a balcony? And again, the "second hand toxicity" from vaping is literally only valid in an unventilated enclosed space like a dive bar.

Oh c'mon. Use some common sense here. There's no risk to your safety from someone vaping on a nearby balcony. And again I say this as the guy who doesn't hesitate to call security in a nanosecond if anyone near me is smoking.
I'm obviously hardcore about this, but I don't think I'd report someone for vaping outside. It is vapor, and while indoors it might have a brief odor outside it's practically undetectable. You'll notice you thought you saw someone vaping - not that you smelled anything. Smoke from anything combustible (weed or tobacco) is totally different. The smell can overpower you.
PCC's literally can't do anything for you in terms of price/amenities than you can't do yourself booking via the website. Nothing. Nada. Bupkiss. If you want to talk to a human being, at least call a travel agent that will likely be able to wrangle some perks in addition to whatever NCL offers directly.

C'mon NCL, Royal at least has Sorrento's available late. This is actually a bigger cruise-quality-of-life change than you all might realize, even if the change was made for our convenience.
I hate being forced to listen to someone else's music. Bring some earbuds if you want tunes. I bet a lot of passengers enjoy just the sound of the ocean waves.
