I was aware that it was not a suite (no Haven perks) ... so what constitutes "deluxe". What are people paying extra for?

Depends on the ship - on Epic, -Aways, and Escape a slightly bigger bathroom and maybe a tub, but the room itself is basically identical. On the other ships it could be a combination of larger stateroom, larger balcony, larger bathroom, and/or larger tub.

Back to the thread at hand now... I understand that the offer to bid goes out at the 80 day (prior) mark. What's the time frame within which they accept offers and notify people? Do they only notify those who were upgraded?
