I have been in a cabin on deck 8 far forward.

Noise: Not much normally. If you run into weather you may get wind and a little hull noise from waves slapping the hull but not a lot of hull noise up on 11.

Rocking: Same as higher cabins all over the ship. Gentle rocking is common. Rough seas can generate enough of a roll you have trouble walking down the halls.

Speaking of halls, the walk to the front of the boat seems endless... but worth it!
