You can expect to board about 10:30 in most cases.

 

Carnival specifies 1:30 so that people don't whine, b**ch, and moan for standing in line for 4 hours because they arrived at 9:30... and Carnival did not start the boarding process until 1:30 due to unforseen circumstances... and believe me, there seems to be plenty who whine and want to blame anyone else but themselves.

We have always arrived between 10-12 and have always been able to begin the check-in process at that time. Most times we have even been allowed to board as soon as we got thru checking in. In New Orleans, however, we did have to go to the "holding area" for an hour or so before they began boarding.
