It looks like there is a little splash pad for babies on the Epic, are they allowed with diapers? We're considering this cruise for a 10 month old, 6 and 8 year olds

Nope. Not even swim diapers allowed.

The only ships that have splash areas where non-potty trained children are allowed are the Disney ships, and the RCI Oasis, Quantum, Freedom class ships, and a couple of Voyager class ships. None on NCL, or any of the Carnival brands.
