Deck 8 buffet closed after 4pm till breakfast.

Is the upstairs buffet open late? There has been at least one person here complaining about the lack of free dining options on the ship. I figured that if the deck 8 buffet were open late and had numerous different areas it wouldn't be a huge deal since it's centrally located.
