FCC Regulations require cruise lines to purchase very expensive decoder licenses in order to show broadcast television programming to paying passengers.

 

Typically the cost is around US$1,000 per ship, per channel, per day.

 

If the particular channel is not available on the marine satellite that is above the ship, the company still pays the $1,000 per day.

 

Fox News is not available on very many marine satellites.

Since only Americans are interested in that sort of news, it doesn't make financial sense to broadcast that channel - at rather high cost - to the rest of the world.
