Depending on how many ships are in port some ports that are traditionally docking ports require some ships to tender. I don't know how they decide which ships get to dock and which tender. Since Victory arrives in STT at 7am, its almost assured to have a space at the dock. In all the years Destiny and Victory have sailed the SC, it has never had to tender. I guess it makes sense, but I would have assumed there'd be more of a business reason behind it. Like the highest paying cruise companies get to dock or something like that.
