Customs in NYC

We are thinking of cruising out of ny in Dec. Ports are Port Canaveral, Great Stirrup Cay and Nassau. Two people in our party do not have passports and ncl said they only need govt. photo id and original birth certificate. My question is do we go through customs upon returning to ny and will this be sufficient to reenter the u.s.?

You will need to go through customs and what you have been told by the cruise line is correct. The only issue is if there was an emergency and the two people had to fly back to the USA from outside the company as they would not be allowed to do that without a passport.
