Gordon's Island Tour

Question for those who have booked this tour in the past: I tried to book the tour and got a quick response back from them saying they would be happy to book this tour for us; but, they want 4 people. Since we have only 2 of us, they want me to find atleast 2 additional people willing to go on the tour at $40 pp otherwise, they want $120 for 2 people. My question is: Should I take the chance that 2 more people will join us & book the tour? If nobody else signs up we will have to pay $120 which seems a little high for an island tour. Or, should I just wait until we get off the ship & try to join the tour then? They require a 20% deposit as well to ensure that you show up for the tour. I have booked plenty of non-ship tours on several cruises and it seems like I have only had this issue of "drumming up business" for the tour guides on Antigua & Dominica. Any advice would be greatly appreciated.......
