A preliminary hearing has been scheduled for April 15th for Francesco Schettino, officers Ciro Ambrosio and Silvia Coronica, the helmsman Jacob Rusli, the head of Costa Cruises crisis unit Roberto Ferrarini and the hotel director Manrico Giampedroni.

Correct -- he went to back to Indonesia and his whereabouts are not known. Can't say that I blame him for disappearing -- not sure he would come out ahead if he doesn't have the funds to be properly represented.

A small oil leak from one of the hot tap valves that were used to remove the fuel on board was contained.

 

Small oil spill this morning from the carcass of the Costa Concordia island of Giglio. But the leak was quickly blocked and prevented its spread, through a cordon of 350 meters with a flat spread over the sea and the operation of the pump float, which in a few hours he recovered half a cubic meter of fuel. Here is the full official 60 page report from the court of Grosetto outlining charges against Schettino et al and describing how the 32 passengers died. It is in Italian -- not sure when the English version will come out.

In particular, and among other things:

- By failing to ensure that the intended route was planned using adequate and appropriate cards boating and other nautical publications necessary for the intended voyage, containing accurate, complete and up to date information about those restrictions to navigation and the risks that are of permanent or predictable and that are relevant to the safe navigation of the ship and, in particular, using, and making use officer cartographer Simone Canessa, for the foreseen navigation the coast in the waters off the island of Giglio at night time, charts inadequate for scale too large and the consequent less detail in the representation of the coastline and seabed (And therefore in breach of Rules 3 and 5, Section A-VIII / 2, Part 2 of the International Convention on Standards of Training, Enabling and Sealing Guard for Maritime -InternationalConvention on Standards of Training, Certification and Watchkeeping for Seafarers - STCW, the Rule 34, Chapter V of the International Convention for the Safety of Life at Sea - International Convention for the Safety of Life at Sea - SOLAS and paragraph 4.3.9 of the procedure SMS P 14 MAN 01 - Management of the navigation manual - Procedures for the dashboard – Navigation Management, Standard orders for the Watch Officer of the Bridge); - By ordering, approving and authorizing the planned route by Simone Canessa, although not formalized in a ritual plane travel (voyage plan) and evidently prepared without having collected and studied charts, the pilot books, the list of lights and fog signals, the tide tables, ephemeris and any other publication deemed useful (and therefore in breach of Rules 3 and 5, Section A-VIII / 2, Part 2 of the STCW Convention, the Regulation 34, Chapter V of the Convention and

internal P 14 01 MAN SMS); - By first slowing down the ship, in order to finish their dinner in peace prior to arrival expected point-of-turn, and by then subsequently accelerate, and thus maintaining a speed next to 16 knots (despite the proximity of obstacles, the presence of shallow water, the ability to maneuver the ship - with special reference to stopping distance and turning ability in the conditions of the moment - and the night hour), so as not to have time and space to act appropriately and efficient way to stop the vessel within a distance appropriate to the circumstances and conditions of time (and therefore also in breach of Rule no. 6, Annex BA, Law of 27 December 1977 n. 1085 and Rule 5 of the International Regulations for Preventing Collisions at Sea – International Regulations for Preventing Collisions at Sea - Colreg); - By failing to reinforce - in number and, where appropriate, quality - the composition of guard at

a night navigation in restricted waters with particular traffic density (and therefore in breach Rule 18, Section A-VIII / 2, Part 4.1 of the Convention and STCW section 4.1.3

of this procedure P14 SMS SMS MAN 01). - By failing to show up on the bridge in advance, so as to then take ownership Guard and the direction of movement without having previously taken cognizance of the ship's actual or estimated, the position and speed of the ship, currents, weather conditions and kind of situation of navigation, including the operational conditions of all equipment for navigation and safety in use or that must or may be used during the call, and included also the conditions and risks that could have been met (and therefore in breach of Rules 21 and 22, Section A-VIII / 2, Part 4.1 of the Convention STCW); - Allowing the presence of extraneous not appropriate on the bridge (in particular, the members Antonello Tievoli crew, Manrico Giampedroni and Ciro Onorato and passenger Domnica Cemortan) with the consequent increase of confusion and sources of distraction for himself, and for the mates and for the helmsman in service (and therefore, not maintaining - and not doing maintain - A safe watch at sea and during the approach maneuver, in violation of Rule Rule

3 II/1.2 of this STCW Convention, as well as provided by section 4.3 of the procedure

cognizance of the ship's actual or estimated, the position and speed of the ship, current conditions weather and generally the situation of navigation, including the operational conditions of all equipment for navigation and safety in use or that must or may be used during guard, and included also the conditions and risks that could have been met (and therefore violation of Rules 21 and 22, Part 4.1, Section A-VIII / 2 of the STCW Convention); - By failing to assign specific tasks to the members of the guard in the suborder and omitting in particular to prepare a proper look-out, using all available means appropriate to the circumstances and conditions of the moment, and in particular not by sending to this end on the fin of the left any of the officers of the watch or other crew members (and therefore also in breach of the Rule no. 5 of the said Regulation Colreg and the Rule II/1.4 (a) and Rules 14-16, Section A-VIII / 2, Part 4.1 of the Convention STCW); - By failing to point out the ship's position at frequent intervals and with different methods, to identify lights and signals the coast, to put a constant comparison, the magnetic compass and gyro, and to keep to control the radar, on different scales simultaneously, and generally followed the route (and therefore
