I looked at cocoabeach.com and clicked on deep sea fishing link in the second paragraph, found several marinas listed with boat rental (Brevard County) although not necessarily on the Banana River.

military or retired with access to facilities? If so, Patrick AFB rents boats for use on the Banana river from Outdoor Recreation on the main base. Their rates are a fraction of those on the outside and include gas! The operating area is more limited but you can't beat the price!

(for Patrick you need to make a reservation and present a state issued boating safety education ID {or take their course}. state issued ID can be obtained on line by completing a computer training course and paying the state fee)
