Proper "Smart Casual" Dining Room Attire

I know that jeans are not considered appropriate in the dining room. I have a pair of slacks that are cut like jeans but are not made of denim (I don't know how to describe the material - it's sort of like velvet). If I wore them with a nice, but not particulaly fancy, blouse, and dressy shoes, would they be acceptable?

A lot of jeans are actually quite dressy nowadays and can be worn in a classy way (e.g. with a dress shirt and blazer). What exactly are considered "slacks"?
