Adding to private tour

If we sign up for a private tour and don't know people from our ship who are willing to join us, does the tour company try to add people to the group? We'd much prefer lowering the cost of the tour that way.

Are you using Rome in Limo?? If you are they will no just add people to your group. You set the number of people that you would like to join you. When are you going??
