Private transfer/tour company with seatbelts in car?

We are looking at doing a dolphin swim, but will have 2 little ones (18m and 3.5) and I need them in carseats which we will bring. Are there any companies I can contact who can schedule a pickup/dropoff privately? I'd prefer to not have to wait for a taxi with seatbelts,etc, then be rushed to install the seats. I appreciate any help!

All the cabs we took in Cozumel had seat belts. I didn't think it was rare.

I have once or twice seen Coz cabs with the seat belts either cut or knotted, but it is rare. On those occasions we chose to take the next cab in line - no big deal. I would bring my own car seat instead of trusting someone else's seat/installation.
