Do plan on only seeing one or the other in a day as there is an enormous amount of things to see and getting from one place to the other takes time. Just be sure you have a guide and transportation between the two. We used Rome in limo and were very pleased. Ours was not a cruise stop. We had several days in Rome per cruise. We wanted to go to Pompeii and Herculaneum but our cruise did not stop there. We did a 12 hour private excursion with Rome in Limo. Even got over to Sorrento for a nice lunch. If I had to choose id do Herculaneum - as it is more interesting and ever so slightly less popular, I think it would be a mistake to try to do both but each to their own.
