Verizon Cell Phone users in Caribbean?

What did you do to be able to use your cell phone in port in the Caribbean? I think you can never use the data on the ship without paying but is there a plan to be able to use it on the islands? Mostly I would be interested in data vs. voice. Thank you!

We used our Verizon cell phones calling back to the states with no extra charges in San Juan and St Thomas because they are US territories.
