How many are there and where are these located on the Oasis?

I'll reply based on the Allure. 4 in the WindJammer which are 2 at each entrance and 2 in the Promenade beside Sorrento's.

Yep, there were 5 on Allure - 1 in wipeout, 2 in windjammer, 2 on the promenade. You can't get to the one in wipeout when the cafe is closed, though. (Just realized I'm not sure if you can get to the windjammer one when it's closed - the machines are right near the entrance, so maybe?) The two on the promenade are available 24/7.

On Oasis, the machines were at the WJ entrance, and near the elevators closest to Guest Service/Jewelery store). I don't remember seeing them at Wipe out. But this was January 2013.

There isn't one in Wipeout on Oasis. It's in the arcade.

Royal has been putting the machines only on ships that are based in the US year round. I don't recall any announcements Royal has made with regard to putting the machines on Navigator, so only time will tell.

Had there been machines on the Navigator, I probably would have purchased a drink package. Those darn things have been hooked on Dasani Sparkle Peach. :D
