The Caribbean is looked upon as USA in terms of insurance cover so you have to have World Wide insurance but one which says 'including USA' (I seem to think you can get World Wide but which excludes the US) . I don't know if that's the problem you are running into. There is something odd about being told you wil need to present documentary evidence of current insurance on entering Cuba too. I panicked a bit as ours is one through the bank which is monthly payments so you don't get a year's policy certificate covering specific dates. It's just valid as long as you keep paying. I took everything we'd got as evidence but in the event we weren't asked for any proof at all (on either of our cruise visits to Havana) so that turned out to be a fuss about nothing!
