Bar set up prices go up?

Yup the prices went up about the same as buying a bottle on board from Room Services.

That $100 bottle is now $115 with a $3 service fee if ordered pre-cruise.

What I think happened is the former $100 bottle (normally 1 liter) which

was charged $3 service charge total $103 was causing NCL to miss an

opportunity to gouge the cruising customer with the 15% gratuity.

A $100 bottle with 15% gratuity works out to $115.

Remember if the bottle is bought pre-cruise it must be paid for at that time

while if purchased on board your OBC can be used.

There are pluses and minuses but in the end NCL has a captive audience in

booze !

YES it is a bummer - the other alternative is the UBP (Ultimate Beverage Package)

which is quite costly unless you do a great of drinking !

But to put some rational thinking into this equation - the bottles of booze

are full liters. The fifth was designed for the game of Golf so I am told and

that fifth furnishes 18 measured shots (1 for each hole 18 hole gc).

A liter is a one fifth* larger therefore would have more measured shots

(by my figuring about 6 more).

* actually 1/4 bigger than a fifth - 750 ml 3/4s of 1000 liter strangely !

Thus you go to any bar or restaurant and order a 1 shot drink for say $7 +/-

x 24 (18+6) = $168 worth of drinks. Now you are paying somewhere between $83 to

$123 for your personal bottle mixed the way you like your drink savings of

$45 to $85 and not including any gratuity/tip included and what you would

offer to a server at the restaurant or bar.

YMMV - and of course the bar tender or restaurant server may top off your

drink with a generous pour if tipped continually !

Correct, they no longer charge the $3.00 delivery fee but instead charge the 15% tip. They are still a little confused though as the agent will quote the $3.00 fee but when they input the order it shows the 15% instead. And they will tell you they "always" have charged it - but that is because the order process was moved to the Bon Voyage department from the group event planner.
