Tipping procedure?

I believe it means that the standard HSC charge is included in the package.

 

We did cruise on HAL in 2013 as part of an all inclusive package with Scenic Tours who always include gratuities in their tours. We tipped our room attendants and waiters a bit extra.

On our next HAL cruise, we have a "tips included" package. Does this mean that HAL will give the workers the standard amount, or will they get stiffed?

The only ones 'stiffing' the workers are those who remove the HSC as a matter of principle.

 

The crew knows the standard amount they are to receive per person. It's no more difficult determining if they'd been stiffed than it would be to ensure your employer is paying you the correct amount.
