Don't know if http://www.SpecialNeedsatSea.com services Quebec . Both service Ft. Lauderdale. Rental cost will be higher due to it not being a round trip cruise. Therefore you might want to consider renting one locally from a Durable Medical Equipment retailer to bring with you and take back on the plane. Also depending the rental cost it is possible that it may be more cost effective to consider buying one to bring with you. So long as there is a suitable aid in the departure city, one-way rental can be done. There is a one-way charge added to the standard rental fee. When I checked rates I found it was cheaper to buy my own chair than rent one. I got a a very nice heavy duty, collapsable, candy apple red chair that I found on Amazon. The brand of Chair is Drive. Check it out. Free delivery to your home and I got mine in a couple days......AND you'll have it for next time too. Airlines are very accomodating. No extra fees for it.
