I was wondering if someone could help me?

I paid in full for a cruise in Aug 2016 even though its before final payment.

The price dropped $400 and my travel agent got my price reduced

but does it go back to the credit card I used or OBC.

Did you pay RCI or the TA? If the TA took your money and paid RCI for you then the TA has your refund. Depending on the TA you may owe them a transaction fee or something of that nature. Check with your TA.
