Nassau water tower closed?

I read recently that the water tower was closed due to storm damage? I am cruising there on Nov. 9. I wonder if anyone who has been there recently knows if you can go up to the observation point?

You can climb the Queen's Staircase to get to where the water tower is located. There are vendors selling souvenirs at prices a bit better than in the straw market downtown; bargaining expected. But the water tower itself is closed and fenced in. Thus, the best view is if you climb Fort Fincastle adjacent the water tower. (free) Unfortuately the view is nowhere near as good as when the tower was open.
