If he chooses to ban going there. the cruise lines that do go there will have to credit a lot of credit cards where people have already signed up for the excursions. But current itineraries and visits to Havana are regulated to stay with a certain area of Havana and the "tours" are GAESA or some kindred government sponsored company.
