And I was thinking that this is a great way to take a better photo (since most of us would probably submit a more flattering photo than they take)!

Royal hires people with enough competency to compare a picture and the real person. Shocking, I know. They also have standards in place for that picture. Your parka picture would just get you sent to check in services for a new picture.

When thousands of people are checking in, a few seconds saved by people taking mug shots at home adds up quickly. And like a previous poster said it gives you ample time to get the perfect shot for those who "need to fix themselves up" before every photo.
