Here is some information on the Guppies program. It does look as if it's only available on the Escape and also is fee based.

Their doesn't seem to be a program for kids under 3 unless you are on the Escape.

 

Splash Academy

Guppies: 6 months – 3 years (daily activities are offered for babies with their parents)

Turtles: 3 – 5 year olds

Seals 6 – 9 year olds

Dolphins: 10 – 12 years old (6 – 12 year olds in low season)


Entourage: 13 – 17 year olds

Although Guppies are part of Splash Academy and hosted by the Early Years Coordinator, the program requires a parent to be in attendance. Guppies does not offer a drop off option.

The minimum age eligible for Splash Academy is 3 years old at the time of sailing, based on the child's date of birth, according to their birth certificate or passport reflected on the ships manifest.

Your options for free drop off care for a 2year old are p and o, carnival and Cunard. All Disney ships, most new/refurbished royal Caribbean ships and ncl escape offer a fee based nursery, but availability is not guaranteed. Carnival and Cunard will change diapers, but P and o requires parents to stay onboard to change diapers if necessary, and Cunard does not allow parents to go off the ship for excursions and leave their kids behind (the clubs aren’t actually open mornings on sea days). We always take our kids on excursions so this didn’t matter to us but wanted to note it in case it affects your planning.
