There can be 4  but at least 3.   In my opinion, my preference is always for the 4 since the drops are central and closer to touring.  

 

There can be significant waits in lines,  so be proactive and be ready to go and in line at least a half hour prior to the posted time.    Many people have plans that require full port days and early starts.  

 

Don't think because you have "priority"  you are going to just walk on a tender,  frankly there are many people who qualify for that and they can bring groups with them.   You won't bypass any lines,  you'll be able to simply join without getting a tender ticket.
