That's technically not targeted advertising, but keyword advertising. Because the words "Norwegian Epic" appeared on the page the ad was inserted. It is funny because the context of the article with the keywords is negative and the ad spend is probably wasted.

 

Targeted advertising is when you Google "Norwegian Epic" on Tuesday and you see ads from travel agents and NCL for Norwegian Epic cruises over the next few days. You have been identified as an individual interested in the Epic cruise ship, and ads are shown to you based on that interest. You could be on a blog about baking donuts instead of frying them and see an Epic ad. You are the target.
