I asked my TA about the time issue while booking a spa pass.  Her answer was that when adding the option to book spa passes before boarding they just copied the prior code method used for choosing times for specialty restaurants and excursions that were already in the booking program. It would save time and $$$ for IT department.

I booked mine for noon on embarkation day. You can enter and use the spa anytime it’s open. Disregard your “booking time”

I just purchased a pass for two in advance of a cruise in May. I phoned HAL and they confirmed that of course picking a time is just to satisfy the computer system..passes are good whenever the spa is open.
