Covid & Excursions

We are booked on Odyssey in December and while checking the portsI noticed the CDC has given color codes for other countries concerning covid. One of our ports has a medium covid rate and one other has a high rate. Wondering if excursions will be allowed or will it be a cruise to nowhere. have had a couple of those before.
