Odyssey 8/8 - Is an empty ship a good thing, or a bad thing?

The only problem with "empty" is that eventually they'll all be full again and the wonderful aspects of an empty ship will only be memories

On the Odyssey social media group for the current sailing, someone posted that there are 1500 passengers on the current sailing and they expect 700 more next sailing. So that is really not "Empty" to me. 

On a ship that's designed to not feel full with nearly 5000 on board, 1500 will be very empty. Even 2200 will feel empty.
