How early ( months or days prior to date of visiting that port of call) can you start to book excursions on Half Moon Cay

That is going to depend on the policy of the cruise line involved...which would be?

 

Holland America has been a little inconsistent on this front. Some ports and excursions it has been close to a year in advance, others under 6 months.
