Not sure about now but when I was on Freedom and Jewel (smaller ships) right after the restart, reservations were available and it was recommended to make them.  It doesn't hurt to make a phone call once onboard to see if the ship allows it and to make them.

Only some ships require reservations.  I had to make reservations when I was on Allure, but not on any other ships.  It's the larger ships that require reservations.

On Enchantment recently, no reservations required.

 

Yes, you can make them before the show.
