Is there anyway to contact someone who assigns seating for dining on the ship?

If you are talking about the MDR, you can usually deal with that best once you are onboard.

What are you trying to work out beforehand?  If you are trying to be seated with another party, you can link your reservation--you can do that on the website or via phone.  If you are trying to get a seating time and are waitlisted, you likely will need to deal with that once on board.
