Cruise ship hot tubs - safe or not?

Yeah, I wouldn't be surprised if this is violated daily on Royal's ships.  So many times the hot tubs are not only shoulder to shoulder, but also include additional cruisers sitting on the lip with just their feet/calves dangling in the water.

 

...still doesn't keep me from using them.  😄

 

The more, the merrier!

 

As long as stranger toes are not touching me, I'm in!
