US customs at Vancouver port

In order to board the ship to Alaska does one go through the same custom procedure as if entering at a Land crossing or preflight at Airport?

Exactly the same mechanics as airport preclearance areas, right down to the kiosks and lots of annoyed and confused travelers, just with faint tang of sea air!
