That is my understanding (including the restaurant, which is co-located with the Top Sail Lounge).

Looking at the deck plan, https://www.msccruises.com/en-gl/Discover-MSC/Cruise-Ships/MSC-World-Europa/Deckplan.aspx, YC staterooms are on decks 15 through 19 forward and it does appear that there are some non-YC cabins in the same area. However it is unclear to me if they have separate access.

 

(Oddly, there is no deck 17, so the suite we've booked spans decks 16 to 18!)
